What this site is, and what it is not
Plain language, plainly meant. Last updated 6 October 2026.
1. Advisory opinion, not legal or financial advice
Everything on this site and in a consulting engagement with ShearKey Group is professional advisory opinion based on owner-side delivery experience and federal contracting practice. It is not legal, financial, tax, accounting or investment advice. Hendrik Schoeman is not an attorney, does not represent anyone in any court, arbitration or legal capacity, and nothing here creates an attorney–client relationship. On anything genuinely legal or financial, consult your own attorney, accountant or adviser; where a matter needs one, we will say so early.
2. Professionals of record keep their authority
Our reviews, observations and analyzes do not replace the authority or responsibility of the Architect of Record (AOR), the Engineer of Record (EOR), the licensed contractor, or the authority having jurisdiction on any project. They are not design deliverables, and design, code compliance and structural adequacy remain with the licensed professionals of record.
3. Engineering licensure
Hendrik Schoeman holds an active Professional Engineer (PE) license issued by the State of Arizona. Use of the PE designation on this site refers to that license only.
- No engineering services through this site. ShearKey Group does not offer or practice professional engineering through this website, and does not prepare, sign, stamp or seal drawings, specifications, calculations or regulatory filings in any jurisdiction unless that work is expressly agreed in writing and permitted by that jurisdiction's licensing rules.
- What we do provide. Owner's representation, program and construction management, schedule and delay analysis, contract, proposal and RFP review, cost and estimate review, utility coordination, and commissioning-readiness oversight. These are consulting services, not the practice of engineering.
- No seal implied. No review, comment or deliverable from ShearKey Group is an engineering seal, certification or design approval under any state engineering board.
4. No client relationship is created here
Reading this site, using the brief builder, or sending a message or project intake does not create a client, consultant, agency or fiduciary relationship. That happens only under a written engagement agreed and signed by both parties. Please do not send proprietary drawings or pricing before an engagement or confidentiality agreement is in place.
5. No outcome is guaranteed
No result, saving, recovery, entitlement, award, schedule date or commercial outcome is promised. What is offered is the quality of the analysis and the honesty of the recommendation. Each engagement is governed by its own written terms, including scope, fees and limits of responsibility; where those terms and this page differ, the engagement terms govern.
6. Limitation of liability
To the fullest extent permitted by law, ShearKey Group is not liable for actions taken or not taken based on the general content of this site. Clients remain responsible for validating design, code compliance and structural parameters through their own licensed engineers, architects and legal counsel of record.
7. Confidential and proprietary information
Client documents, drawings, schedules, pricing, correspondence and internal analysis are never published, quoted, reproduced or paraphrased on this site without written permission. Insights are written in general terms with identifying details removed. If you believe an item identifies you, use the contact form and it will be reviewed and removed promptly.
8. Third-party material
Public sources such as the Federal Acquisition Regulation, agency guidance and published standards are attributed and quoted only as needed. If you believe anything here infringes your rights, contact us and it will be reviewed promptly.
9. Contact
